Seward to Glenn Connection PEL Study

The 60-day comment period for preliminary alternatives closed on April 7, 2024. Thank you to everyone who provided input! We are currently evaluating the comments, and we’re looking forward to using the feedback in the development of the next iteration of alternatives. Overview:

This study will identify and evaluate options to improve safety, livability, regional travel between the Seward and Glenn Highways, and local travel within the surrounding neighborhoods. Currently, the two controlled access freeways are connected through the study area by slower speed arterial roads. The project will also identify ways to improve access between the Port of Alaska and the highway network. 

The study will identify potential improvements and evaluate the environmental impacts and engineering feasibility of those improvements using a Planning Environmental Linkages (PEL) process. PEL studies are a collaborative and integrated approach to transportation decision-making that considers environmental, community, and economic goals and impacts. The PEL process allows Alaska Department of Transportation and Public Facilities (DOT&PF) to engage with the public, stakeholders, and partner agencies throughout the planning process. A PEL Study allows work completed during the planning process to be carried forward into subsequent environmental review processes, speeding up project delivery.

Public Outreach:

The study will be successful only if there is meaningful and continued public involvement in the process. Diverse public involvement helps DOT&PF makes decisions that meet public needs and desires. This planning document may be adopted in a subsequent environmental review process in accordance with 23 U.S.C. 168 Integration of Planning and Environmental Review.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated November 3, 2017, and executed by FHWA and DOT&PF.
